International Financial Corporation (World Bank subdivision focusing on the private sector) on the preparation of the Sakhalin Indigenous Minorities Development Plan:

Since most consultations took place during the winter months, a special focus was on enabling the most disadvantaged members of the local community, such as senior citizens, to attend. Vehicles were provided to those who needed them, and younger community members escorted the elderly. Where possible, the consultations were timed to start after the end of the days fishing trips. Time was allocated for the participants to share their problems and concerns. The organisers made sure that all those present were treated respectfully, and efforts were made to reach a consensus. As a result, the meetings turned out extremely long, but people felt that their presence mattered.

Midterm Evaluation of the Development Plan

Dear participants of the SIMDP programme,

We inform you about a midterm evaluation of the Sakhalin Indigenous Minorities Development Plan (2016-2020), which is to be conducted in accordance with Clause 4.5.3 of the approved Plan.

The midterm evaluation will be conducted in all areas of traditional SIM residence from 24 September to 11 October 2018.

The Evaluation Team consists of two specialists in social sciences and one independent representative of the indigenous minorities of the North, namely:

  • Gregory Eliyu Guldin — External Monitor for SIMDP 3;
  • Alexander Timofeevich Konkov —- Head of the Sociology Chair of Sakhalin State University;
  • Lyubov Vladimirovna Passar — Chairman of the Bagdyi (Life) Union of Udege of Russia (a public organisation).

Individual meetings with the Development Plan participants are scheduled to be held as part of the midterm review in the following settlements:
